May 14, 2010 -The FCC modified its rules "to provide an exemption from the
frequency coordination requirement for modification applications that only
reduce authorized bandwidth while remaining on the original center
frequencies, and do not seek any other changes in technical parameters
such as converting from analog to digital emission."
The seeds for what would become the narrowbanding proceeding were sown with an FCC Notice

That NOI led to a Notice of Proposed Rulemaking (PR Docket 92-235) released in November of

of 92-235 contain most of the background that has, over the last 18+ years, evolved into the
current "narrowbanding" proceeding now officially referred to as Docket 99-87.
