The FCC recently amended its rules "to provide an exemption from the frequency
coordination requirement for modification applications that only reduce authorized
bandwidth while remaining on the original center frequencies, and do not seek any
other changes in technical parameters such as converting from analog to digital
emission." This change became effective May 14, 2010.

The seeds for what would become the narrowbanding proceeding were sown with an FCC Notice

That NOI led to a Notice of Proposed Rulemaking (PR Docket 92-235) released in November of
1992: http://fjallfoss.fcc.gov/ecfs2/comment/view?id=107799 The first 75 or so pages
of 92-235 contain most of the background that has, over the last 18+ years, evolved into the
current "narrowbanding" proceeding now officially referred to as Docket 99-87.
